Project Goal & Approach
In appreciation of the government’s national and
international commitments on gender equality, the
GTZ Capacity Building Project seeks to support MoWD
and the Provincial Women Development Directorates in
mainstreaming the gender approach into the
government’s policies and programme in the priority
areas of the National Plan of Action (NPA) and the
Poverty Reduction Strategy (PRSP).
Expected impact of the project is that the Ministry
of Women’s Development,
selected Federal Ministries and the
Provincial Women’s Development Departments
have a better understanding of Gender and Gender
Mainstreaming and
thus
improve their overall institutional and technical
performance for the benefit of girls and women in
Pakistan
Project
Components
Given the Project approach, two intertwined Project
components of Policy Advice (PA) and Human Resource
Development (HRD) focuses on strengthening the
institutional performance of MoWD, integrating
gender aspects into selected sector policies and
enhancing the related staff capabilities in response
to identified gender capacity gaps. GTZ CB-MoWD
Project, with the technical expertise of its
international and national staff, provides strategic
support to MoWD in line with the agreed upon
planning and implementation framework.

Initiatives

Human resource
support in building adequate gender human
resource within the MOWD & its projects (GRAP,
CEDAW, Women Centres), WDDs and a few line
ministries through 11 long-term certificate
courses & learning exposures to support Ministry
of Women Development in systematically
strengthening staff capacities in gender
equality mainstreaming processes

Knowledge management
support in establishing MoWD learning &
communication centre, working on modernisation
of library services. Another step forward
towards knowledge management is the initiation
of the MoWD Alumni Network to capitalize on the
trained community to deepen their gender
knowledge and promote the practice for gender
equality institutional change. Key features of
the Alumni network include Gender Dialogue
Forums, Mentoring support, Newsletter and Alumni
Web portal.

practice sessions focusing on Macroeconomic
Frameworks& expert guidance on gender screening

input in planning & implementation processes

reporting process in cooperation with UNIFEM

to the Planning Commission in organising the
Roundtable Conference “Gender Mainstreaming
through Legal Reforms” with
recommendations taken up by the Government of
Pakistan

support in reviewing and drafting legislation
under consideration concerning domestic violence
(protection & prevention) Act 2008, women’s
legal access to assets & resources

Gender mentoring
support to alumni members in helping them
translate the gender learning into
organisational practices & institutional change
